The State of the Appellate Courts: A Joint Address

Justice Judith D. McConnell is the Presiding Justice of the Fourth Appellate District Court of Appeal, Division One, and the Administrative Presiding Justice of the entire Fourth Appellate District, which also includes Divisions Two (Riverside) and Three (Santa Ana). Appointed to the federal bench by President Clinton in 1998, Judge M. Margaret McKeown serves on the Ninth Circuit Court of Appeals, with chambers in San Diego, and is the immediate past President of the Federal Judges Association and Chair of the ABA Rule of Law Initiative. In their Joint State of the Appellate Courts address, Justice McConnell and Judge McKeown will discuss key issues affecting state and federal appellate courts and practice, including:

  • Trends and cutting-edge issues at the courts;
  • Budget, staffing, and judicial efficiency;
