The Recorder has 3rd District's Vance Raye Announces Near-Immediate Retirement. -- Raye is the third member of the Third District Court of Appeal to announced his retirement this year. All three are the subject of an ethics complaint accusing them of taking too long to dispose of cases.
  • Vance Raye, the administrative presiding justice of Third District Court of Appeal for the last 11 years, has told staff at the Sacramento-based court that he will retire on Wednesday, according to two sources familiar with the announcement.
  • Raye, 75, is the third member of the court to announce their departures this year, following Associate Justices William Murray Jr. in January and Cole Blease in April. All three are the subject of a Commission on Judicial Performance complaint that accuses them of taking too long to dispose of cases.
