The state Constitution specifies that a gubernatorial nomination or appointment to the Supreme Court or a Court of Appeal is “effective when confirmed by the Commission on Judicial Appointments.”
The commission consists of the Chief Justice of California, the Attorney General of California, and the Presiding Justice of the Court of Appeal of the affected district or, if there are two or more Presiding Justices, the one who has presided longest or, for a nomination or appointment to the Supreme Court, the Presiding Justice who has presided the longest on any Court of Appeal.
Appointee Summary Biographies
Judge Tangeman would fill the vacancy created by the retirement of Justice Paul H. Coffee. He has served as a Judge at the Superior Court of California, County of San Luis Obispo, since 2001, where he was elected Presiding Judge (2008), Assistant Presiding Judge (2006 and 2014–2015), and served as the court’s Civil Team Leader for five terms. Before that, Judge Tangeman was a partner at Sinsheimer, Schiebelhut and Baggett (1982–2001), and an associate at Ogle, Gallo, and Merzon (1978–1982).
As a current voting member of the Judicial Council of California, Judge Tangeman is also a member of the Rules and Projects and Litigation Management Internal Committees, and chairs the Civil Jury Instructions Advisory Committee. He has served on a number of Judicial Council advisory bodies and as a faculty member for the Supervising Judges Institute and the Presiding Judges and Court Executive Officers Court Management Program.
Judge Slough would fill the vacancy created by the retirement of Justice Betty A. Richli. She has served as a Judge at the Superior Court of California, County of San Bernardino, since 2003, where she served as Presiding Judge (2012–2015), Assistant Presiding Judge (2012), and Juvenile Court Presiding Judge (2007–2010). Before that, Judge Slough was an associate at Welebir and McCune (2003), a partner (2002–2003) and an associate (1999–2002) at Raynes and Slough (2002–2003), a partner at Foster, Driscoll and Reynolds (1997–1998), a partner (1994–1997) and an associate (1989–1994) at Markman, Arczynski, Hanson, Curley and Slough, and an associate at MacLachlan, Burford and Arias (1986–1989).
As a current voting member of the Judicial Council of California, Judge Slough chairs the council’s Technology Internal Committee. She has served on a number of Judicial Council advisory bodies, including the Trial Court Presiding Judges Advisory Committee (Chair and Vice-Chair), the Trial Court Budget Advisory Committee, the Task Force on Trial Court Fiscal Accountability, and the Technology Planning Task Force. She was also appointed by the Chief Justice to the Commission on the Future of California’s Court System.

Persons who wish to testify or comment on the appointments must submit their information for receipt by the commission no later than 5:00 p.m. on Thursday, February 11, 2016.
Anyone wishing to testify before the commission must state that request in writing and include a summary of the facts on which any testimony or opinion will be based.
