Writ Geography: Where are the best odds?

Having reviewed the 2013 Court Statistics Report (table 6, p.33), it seems that the best places to be for a written opinion in a civil writ petition are 2/3, 1/5, 5th DCA, and the 3d DCA.
In contrast the worst places appear to be 4/2, 2/8, 1/2, and 1/4.
Of course statistics say little to nothing about any particular case, but it is interesting to see how certain courts trend consistently or inconsistently from one year to another. In the not too recent past 4/2 and 2/8 had been on the other side of the ledger.
