The Fourth District, Division Two will get spun-off into a new stand-alone appellate district, if SB 848 is enacted.
State Senator Bill Emmerson introduced the bill that would create a new Seventh Appellate District for Riverside and San Bernardino counties, while the Fourth District would retain Divisions One (San Diego) and Three (Orange). He proposes bypassing the statutory requirement that the Governor appoint the justices for a new appellate district -- instead, the current 4/2 justices would take seats on the new 7 DCA without requiring reappointment or Commission on Judicial Appointment approval.
4/2 PJ Manuel Ramirez would become the 7 DCA Administrative Presiding Justice (curious, in that APJs are for appellate districts with divisions that themselves have PJs; appellate districts without divisions have only a PJ).
Senator Emmerson is a Republican whose 37th district stretches across Riverside County from Corona and Lake Elsinore in the west; through Moreno Valley, Beaumont, and Palm Springs, to the Arizona border.
