New push to break up the 9th Cir.?

An article in The Hill (here) discusses how Senator Flake (R-Ariz) plans to propose creating a new Circuit containing Arizona, Nevada, Montana, Idaho, and Alaska, to "relieve" the "oversized and overworked" Ninth Circuit. The article notes that House Majority Leader Kevin McCarthy (R-Cal) said that he supports breaking up the Ninth Circuit and expanding the D.C. Circuit. Orrin Hatch (R-Utah) also supports splitting the Circuit.
