"Not hopeless, just dismal"

Like the apocryphal Old West saloon displaying the sign, "We Don't Serve Women. You Have to Bring Your Own," California's trial courts aren't providing full service.
After explaining the serious social problem of the absence of court reporters, and the malpractice problem of not ensuring a reporter is at a hearing, he goes on to address how "the situation isn't hopeless, merely dismal" because "there are alternatives" such as an agreed or a settled statement.
