RIP Justice Sparks (1933-2024)
On Monday the 3d District held a Special In Memoriam Session for Justice Keith Sparks who passed away in May. Justice Sparks, the son of a Placer County Superior Court Judge, served on the 3d District from 1981 to 1997.
