Unfortunately, nobody has yet written a catchy song – perhaps “I’m Just a Bond” – explaining this process, which is set forth the Education Code and implementing regulations. Despite the lack of rhyming lyrics and an entertaining tune, we shall do our best to summarize this rather complex and obscure process as concisely as possible.
Ethical admonition: And this one, also from 4/3 today (at pp. 23-24), cautions lawyers from attacking the trial court:
Attacks on a trial judge’s character are never well received in this court. ... Attorney [X’s] briefing places him squarely in the heart of this dangerous territory. We caution him that such conduct in a future case may subject him to sanctions harsher than the current admonition.
