New 9th Cir. Sealing rule

Effective April 4, 2016, Interim Ninth Circuit Rule 27-13 requires electronic filing of all sealed materials and motions to seal or notices of filing under seal.  The Rule also requires a motion to file under seal, even if the material was sealed in the district court, unless sealing is required by statute or procedural rule.
