8/28 update:

CM/ECF has now been fully restored and is ready for normal use.  We apologize for the inconvenience and appreciate your patience.

If you were unable to file a document with a mandatory or jurisdictional deadline due to the CM/ECF outage,  please file any such document with a declaration as to your attempt to file it timely.  See Circuit Rule 25-5(d)(2)  (Timeliness. An electronic filing successfully completed by 11:59 p.m. Pacific Time will be entered on the Court’s docket as of that date. The Court’s Appellate ECF system determines the date and time a filing is completed. If technical failure prevents timely electronic filing of any document, the filing party shall preserve documentation of the failure and seek appropriate relief from the Court.)

If you have any questions or concerns about filing that you performed during the outage, please contact the CM/ECF Help Desk.

The 9th Circuit is having e-filing problems. Here's the notice posted on the court's website:

CM/ECF Issues

Today's problems with CM/ECF continue and we still do not have an estimated resolution time.  At this time, CM/ECF is inaccessible to outside filers.  All discretionary deadlines (briefs, motions, PFRs etc) are hereby extended through 11:59PM (PDT) on Monday, August 31, 2015.

To the extent you are attempting to file a document with a mandatory and jurisdictional deadline, for example a Petition for Review from an agency or a Petition for Permission to Appeal, please keep a record of your attempts to file timely.
See Circuit Rule 25-5(d)(2) (Timeliness. An electronic filing successfully completed by 11:59 p.m. Pacific Time will be entered on the Court’s docket as of that date. We will provide additional updates as the status changes.  Thank you for your patience.
