9th Cir. Chief Deputy Clerk of Operations to helm N.D. Cal.

Congrats to Susan Soong, who will be the next Clerk of Court for the Northern District, replacing Clerk Richard Wieking! Details here and below:

The Court is pleased to announce that it has selected Susan Y. Soong to be the next Clerk of Court, replacing retiring Clerk Richard W. Wieking. Her first day of work will be August 24, 2015.
Ms. Soong currently serves as Chief Deputy Clerk of Operations at the United States Court of Appeals for the Ninth Circuit, a position she has held since 2009. Before that, she worked as a staff attorney at the Ninth Circuit for a 15-year span from 1994-2009, about half that time as a supervising staff attorney responsible for up to 32 attorneys. Her responsibilities in her current position have included: training over 1000 attorneys and staff on e-filing and court practice; assisting in court rule-making; long-term planning; and managing the implementation of the NextGen electronic case management and e-filing system.
Ms. Soong earned her bachelor’s degree in Human Biology at Stanford University and earned her law degree at the State University of New York at Buffalo, where she served on the law review and the moot court board and graduated magna cum laude.
Ms. Soong has honed her court administration and leadership skills not only at the Ninth Circuit, but at the national level as well. In 2011-12, she spent a year at the Administrative Office of the United States Courts in the Director’s Leadership Program, a program that offers mid- to senior-level staff from the courts and federal defender organizations the opportunity to come to the AO for a year-long residency in Washington. DLP residents bring their hands-on local experience to the AO to work on national level projects. They return to their districts with an expanded professional network and a greater understanding of national issues and policies. Ms. Soong also served on the AO’s Electronic Public Access Working Group from 2013-15 and currently serves on its NextGen CM/ECF Project Steering Group. Since 2012, Ms. Soong has trained court employees on the Code of Conduct for Judicial Employees through the Federal Judicial Center.

A resident of Albany, California, Ms. Soong pursues a passion for music outside of work as a professional-level player of the violin and the viola in chamber music ensembles in the Bay Area.
