New SCOTUS Rules!

Effective today are new rules of practice before the Supreme Court of the United States, available here.
AP reports that one of the new rules is that pro pers may no longer argue (see new rule 28.8 ["Oral arguments may be presented only by members of the Bar of this Court."]).
And the Supreme Court has also announced its new Clerk, Scott S. Harris (see press release).




PLUS -- New 9th Circuit Rules effective July 1 too!
Effective July 1, 2013, the Court adopted new Circuit Rule 27-14, Motions to Transmit
Exhibits and amended Circuit Rule 5-2, Number of Copies; Circuit Rule 11-4.4, Transmittal of
Clerk’s Record; Circuit Rule 15-1, Review or Enforcement of Agency Orders; Circuit Rule 15-3,
Pacific Northwest Power Act cases; Circuit Rule 15-4, Immigration Petitions for Review; Circuit
Rule 21-2, Extraordinary Writs Format; Circuit Rule 22-3, Second or Successive Applications;
Circuit Rule 25-5, Electronic Filing; Circuit Rule 27-1, Sealed Documents; Circuit Rule 30-1.10,
Presentence Reports; Circuit Rule 33-1, Mediation Office; and Circuit Rule 46-5, Restrictions on
