4/3 Presiding Justice David Sills will give his annual State of the Court presentation at the OCBA Appellate Section meeting this Thursday, Mar. 4, at noon at McCormick & Schmick's in Santa Ana. Justice Sills will be joined by the 4/3's chief administrator, Kevin Stinson, and head clerk, Kathi Rossi.
