Your comments are invited on proposed revisions to
Circuit Rule 3-2, Representation Statement; Circuit Rule 32-2, Oversized Briefs;
Circuit Rule 30-1, Excerpts of Record; and minor revisions to various other Rules
related to the Excerpts of Record. The proposed changes to the Excerpts of Record
Rules are extensive and are intended to simplify and clarify the purpose and
requirements of the Excerpts, and to standardize their format and citation. The
remaining proposed Rule changes are primarily designed to clarify the purpose and
importance of the Representation Statement, and to limit and clarify the filings of
motions requesting permission to file oversized briefs. If ultimately approved by
the Court, these rules would become effective December 1, 2020.Details here.
